The plan outlines proposed changes to land use and zoning to support sustainable and strategic population growth in East Maitland over the next 20 years. It focuses on creating opportunities for infill development and guiding future growth around key services, amenities, employment precincts and transport links, supported by an infrastructure needs analysis. Following public exhibition and community feedback, the East Maitland Catalyst Area (EMCA) Structure Plan was formally adopted by Council on 19 May 2026, marking an important milestone in planning for East Maitland’s future growth and development.

The EMCA Structure Plan will now begin its implementation, with the first project focusing on undertaking the rezoning process and applying development standards such as height limits to the EMCA. During this project, the community will have another opportunity to provide feedback on the more detailed land use changes.
